Case Study No. 2: reaching World Wide.

The Body of Knowledge on Utility Regulation is an international source for state-of-the-art thinking on utility regulation. Jointly produced by the University of Florida’s PURC, the Université de Toulouse and Pontificia Universidad Católica del Perú, under funding from the Public Private Infrastructure Advisory Facility with the World Bank, the site provides references, a glossary, and self-testing features highlighting what it, with the advice of a panel of experts, considers to be the core knowledge of regulatory experts.

Accessibility

The Body of Knowledge is read by students and experts from around the world. It is imperative that the site functions as well for a third world regulator using a 10 year old computer as it does for an American professor on a modern machine. As with all of our sites, the Body of Knowledge is programmed with web standards. Adhering to the guidelines of such organizations as W3C (World Wide Web Consortium) and WaSP (Web Standards Project), we code our pages to be completely interoperable. The Body of Knowledge is accessible from the oldest, dial-up desktops to modern wireless laptops, from handhelds PDAs and cellphones to WebTVs. In other words, it is world wide.

Interactivity

The Body of Knowledge is a fully interactive annotated web site. Adapted from a 300-plus page text, it provides visitors with essential, intuitive tools for navigation and comprehension. We understand that reading a text online is a wholly different experience from reading a physical book, and built the Body of Knowledge with this in mind. Though centered around 8 chapters of text, the site also includes an interactive glossary with a customizable favorites list, self testing tools, and outside references to documents and web sites. These features are offered in a natural, consistent interface, freeing the user to utilize the content as he/she sees fit.
